Promotions

Here are the equivalents in most universities:

  • Assistant Professor = Assistant Librarian (usually pre-tenure)
  • Associate Professor  = Associate Librarian (usually tenured)
  • Full Professor = Full Librarian

At the University of Ottawa, the ranks are numeric and there are 5 : Librarian I, II, III, IV, V.

As such, it is difficult to equate the numeric ranks with the ranks in most other universities but the principles of rank and promotion remain the same despite the differences in name.

Why are promotion criteria such an issue for APUO librarians?  One key reason is that promotion criteria are based on job function. That would be acceptable if everyone had the same job function, but the framework at uOttawa means that promotion is not globally available to everyone. In an academic environment, that is unacceptable.

In meetings with members leading up to our current negotiations, this issue was raised again and again. No one was vocally in favour of the streams of promotion (based on job function) and no one said out loud that administration should be privileged over scholarly or service activities (and yet this is what our Collective Agreement states).

Below is a table that compares criteria for promotions beyond Rank III (Associate) at Canadian universities to illustrate the point.
